Check out the Yatterman games...

Thats the only game "Based off an anime" that I will suggest.
However there are more games that use anime-styled artwork.
But since you didn't ask for them, I don't care to provide any.

Yeap it is. Anime isn't being subbed by anyone atm though. Game is recommended!
