if i get a usa flashcart could i use it on a original Japanese 3ds xl

True 3DS-mode flashcards are not region free, they faithfully emulate an original game, and the console may or may not accept the game depending on any other mods done to it

The Gateway "flashcard" requires their own (outdated) CFW to work, and said CFW includes region free (so do most ones that don't require additional hardware)

DS-mode flashcards are region free as always

DSi-mode flashcards (er, singular) are region locked as always, not like it's a smart idea to buy one outside of bragging rights

If you buy a normal flashcard you can only use japan roms. i have i gateway flashcard installed that still can play my legit games online, but too much difficult because you need a 4.x firmware (9.2 online method doesn't work anymore because they closed their site) and a emunand with partial 11.9 (you have to remove some cias inside the update folder) firmware to play online.
Just use a custom fw, best way for you.

Get a ds flashcard and hack your 3ds. Then your 3ds is region free.

ds flashart is region free and there should be no USA flashcart, just USA game.
