Happened to me twice. I got a letter when I downloaded Crysis and Assassin's Creed.

Nah, they were just warning letters. Though if it happened again, I'd probably have to pay.

if you're not willing to pay the price, you're not somehow allowed to download it. if enough people dont' buy it, then the prices will lower.
 
Last I heard, they were doing a 3-step method in the UK.
1st time you get banned from the internet for a week.
2nd time you get banned for about 3 months.
3rd time you get fined.

I'm not sure whether that was ever carried through or not though. Anyone care to explain if they know any more?

When was that announced? I've never had that happen to me, and I haven't heard much about it either.
