Background:

I got an original 3ds with wifi damaged and the gamecard slot not working properly (sometimes works sometimes don't), anyway, I managed to launch the gateway launcher and created an emunand, but then I encounter that the wifi doesn't detect any networks. so wondering how to install devmenu to install cias without wifi on CFW????

BTW I know a lot of people will say: "Just repair the wifi, do this do that.... blah blahh" No soldering skills here so that's not an option (and local tech guys charge $45 to repair it).

you may be able to run ninjhax + FBI after you boot PBT cfw. That should patch permissions so you can get devmen or FBI installed.
(sorry you need wifi to get ninjhax ready) forget me
edit: well if you had a spare 3ds or a friend ...
