I was curious if there is anyway to extract data from this folder... Seem like the files from this folder are all files that get downloaded when you load a app from play store for first time. But is just one huge file, so i think if is possible to extract it somehow, i can replace it with other kinds of files and rebuild it to work with the apps on android, so if anyone knows how to do it, please let me know. If i find a way, i will also update.

Not all .obb files are compressed with the same algorithm, therefore you need to find first what exactly, using a hex editor and reading the header.
For that, you will need a Hex editor, xda also comments a Hex Calculator and some other tools.
Btw, again, not all .obb files are the same, some just need to be renamed to hello.zip instead of hello.obb, some can be opened win winrar, some others with 7zip, some others cant due the compression algorithm ;D
