Gaming Any Rated T or E Open World Games?

I'm such a big fan of Open World Games. I loved Breath of the wild and Minecraft but I want a cool Open World Game where you don't take place in like the wilderness and take place in a City. You all might be saying, "why don't you play GTA?" But as a Teenager, I don't meet the age requirements to play the game. So can someone give me a list of Rated T or E Open World Games?

I played Lego City Undercover on my Switch and I don't really like the game. Everything gets too repetitive. It's always fighting the bad guys, solving the puzzles and etc. Whenever you try to do Free Roam, the characters always bug you saying to go to this place. There are collectibles and secret areas in the game but you have to progress through the story to unlock abilities to unlock those areas. Don't get me started on the Frame Drops.

NFS MW 2005 is a good racing open world game for T. Actually it was the first in the series to get T. IF u want to go even lower get the 2

    Or when your player dies, you can say in code, if enemy exists, do nothing, but if enemy does not exist, then create enemy at certain spot. (This would be a pain tho for lots of emeies)
