So I have a physical Japanese Xbox 360 game here that I'm running on an Xbox One through backwards compatibility. The game has DLC that is only accessible in-game and not visible on the store (has to be unlocked in-game before you can buy it as in in-app purchase) and by default you just get a generic "There are no items available for purchase at this time" error. The current account signed in on the console is a US account but I just need to know what to do to be able to actually purchase this DLC.

Capcom arcade collection (xbox 360 but backwards compatible)
Fable trilogy (backwards compatible)

Zombie army trilogy; Assassin's Creed the Ezio collection, Metro redux; Saint Row IV+Gat out of Hell; Bioshock collection, COD infinite warfware legacy ed, Borderlands Handsome collection. Also in Gears of War 4 there are download codes for the previous games and Just cause 3 has the code for Just Cause 2 (but you have to buy them new; no idea if the codes are present in the online versions)
