We don't have the developer tools to make extra tracks, and the 3D model format in Psygnosis's game engine isn't fully reversed yet.
Your best bet is to get the Pure Special Edition modpack (this does modify the AI behavior as well, do keep in mind). This doesn't really add much new custom content but it includes all of the DLC which seems like something you would want.
