Is there any good GBA emulator for the 3DS/N3DS?

Is there any better emulator?

Short answer: Not now, but most likely there will be good ones in the future.

Long answer: In fact, the 3DS motherboard contains the complete hardware of the GBA (also, that of the DS, but I assume you already knew). If someone develops a launcher for GBA files, we'll even have something better than emulation: Native hardware support.
