Just a quick question, you have to give one of the animals a new catchprase at the start of the game, do you ever get a option to chage it again?

Yes. You sometimes randomly get a dialogue saying something like "'I'm tired of saying all the time, can you think of a new one?" (or something similar). I guess if you absolutely want to change someone's phrase -now-, you can just keep trying and you'll eventually get that dialogue.
