I want to look into developing apps for the android. I know that to distribute iOS apps, you need to pay $99 to become a part of the community which allows you to distribute, is this free for the android though?

While it's true you can make apps for free (I have the SDK on my machine and have made simple apps for my phone) if you want to actually distribute and make any money you will need to be able to be found in the app store.

Now is that a one time fee or yearly?

    I do believe it's a one-off fee.
