I tried to change my 3ds region and it didn't go too well. Every time I turn on the 3ds it just says this and turns off. Can this be recovered or is it a complete brick?

Yeah thanks but I can't even go into GodMode9.
Do you have B9S installed? What happens when you boot the 3DS while holding Select? If it loads the Luma3DS config screen, which version of Luma3DS is displayed? Are you using the latest nightly version of GodMode9? The latest stable version of GodMode9 doesn't play well with the latest version of Luma3DS.

The Luma config screen does load and it is version 10.0.1.

That means you have B9S installed, and there's no reason you can't get GodMode9 to load. What is in your luma/payloads folder? If GodMode9 is there, what happens if you boot the 3DS while holding Start?
I got into GodMode9 by holding the power button and the start button. So now I have to restore the NAND?

If you have a NAND backup, you should restore that. If you do not have a NAND backup, you should perform a CTRTransfer using the guide that was previously posted.
It's really hard to turn it on. When I go into GM9, and reboot it, it just doesn't turn on.

I don't know what you're saying. Are you describing the brick, or are you describing your attempt at brick recovery? Be specific. Do you have a NAND backup? If yes, restore it using GodMode9. If no, perform a CTRTransfer using GodMode9.

It worked. Thank you man!
Please, for the next time, have in account my advice about install dev FW:
My question now is: why to change the entire retail FW of your console for a dev FW version, when you have the possibility to change from retail to dev with only activate the "Set developer UNITINFO" on Luma CFW options, AFAIK? And why to use a very old tutorial for that? (Don't answer if you don't want)
And now, it will be good to do a NAND copy from your console:
