DMCA is US legislation and has no application outside of the US, least of all in China. PayPal on the otherhand is based in the US, so it's possible DMCA put pressure on PayPal.

There's a number of ways they can use their power on things not based in the US. It could be that just bluffing the DX didn't want to have to find out if they were bluffing or not.
