Hardware Access connections that require logging in?

Hey,
Is there a way to access Wifi connections that require logging in, like when that login website pops up and you agree to everything, i dont seem to find a way to do it, i tried connecting to the thing and then going to the 3DS browser and type in the url for the login page but the 3DS refuses and closes the browser.
Advice is appreciated

Oh i also dont want to use anything thats like connectify so i can share the wifi because its annoying to have that thing on the whole time.
