Hacking AC:HHD?

Is it a legit cia or not? I have seen posts of people being able to install it from the FBI topic. Is there a specific region I need to have to install it? I have HANS and NASA. 10.3 US menuhax/ironhax o3ds.

There is a pre-installed bundle in Europe.
