This new tool is called ONScripter Multi Converter: https://github.com/Prince-of-sea/ONScripter_Multi_Converter
I haven't had the chance to try it yet, but according to the author it can convert lots of visual novels, including Umineko and Higurashi, so that they can work with the PSP port of ONScripter.
There's a huge amount of visual novels that were converted to the ONScripter format over the years, so that they could be played on a PSP. I found a wiki (in Japanese) that lists dozens of games, and even that is almost certainly incomplete. And yet, most of these ONS to PSP conversion tools were lost to link rot over the years, or might simply not work with Win 10/11 even if they're still available.
So this new ONScripter Multi Converter project should finally fix all that. And best of all, it seems to be in very active development for a PSP project. The last release was just a couple of weeks ago.
tl;dr: what is this tool for? To quickly and easily 'port' visual novels and play them on a PSP.
