in about a week i am moving to the middle east in palestine. and i was wondering if i bought a game there for my 3ds would it work there? or should i sell it here and buy it over there

If they sell U.S. games there for your U.S. console, sure, they'd work.
Though you'd think there would be outrageously high import fees on those NTSC games.

i thought so. Im gonna sell it so i could buy a better one over there. another question any downloaded games i bought over here can i redownload it over there?

No the games are tied to the console. If you get a new one then you have the buy the games all over again.

You can perform a System Transfer between two 3DS'es, although I doubt that it'd be possible between two systems from different regions.
Though you'd think there would be outrageously high import fees on those NTSC games.
They're not NTSC, they're USA. The region lock is artificial and has nothing to do with the display mode like in the case of home consoles.
