I Console New in 9.9 and Sky3ds blue button , what should I do to downgrade the console to 9.2 safely without brick risks. Thanks.

Some people get bricks, when downgrading from the 9.X firmwares, myself included. I'd say update to 10.3 using sysupdater, then downgrade.

Your choice, it can still work from 9.9.

Follow Part 1-2 of this guide: https://github.com/Plailect/Guide/wiki
After that you can follow the rest of the guide if you want CFW and A9LH or just follow part 3 if you want to use menuhax + CFW and don't care about A9LH.

Plailect guide doesnt say anything about this does it?
That's because it's a myth.
Bricks can happen any time you're downgrading from any firmware, but chances are miniscule when using updated tools and following a proper guide.
For the record I downgraded a 9.5 console and it went fine. All these people saying downgrading from 9.x is more likely to brick are following something that was said a long time ago when 9.3+ downgrades were a new thing, and was never proven to be true.

How do I update to 10.3 ? the sysupdater does not give the update option.

Format your 3ds, and use Plaisysupdater. That is about it.
Make sure you backup your sd card and data.

Console is formatted however, whenever I try to boot the plaisysupdater , its freeze this " Hax Init ... "

I'm not sure where it originated but I haven't seen anything that confirms it. In fact updating to 10.3 first means there are two chances for things to go wrong ending up in a brick rather than just one.

Follow the guide I linked, also, SysUpdater tends to be more stable when booted from menuhax, and you open FTBrony or FTP-3DS, exit back to HBL by pressing B and then run SysUpdater.
Updating to 10.3 is probably best done with a cartridge since SysUpdater is rather unstable whether upgrading or downgrading.

Agreed with above. have had much better luck using Menuhax.

if you partially downgrade and error halfway through, dont panic its pretty common.

IF that happens you would just take out SD card and let it boot, put sd card back in after it boots, get into homebrew launcher however you can and reinstall menuhax, then reboot into menuhax and run the downgrade again

To be noticed that Factory 9.9 will cause a black screen error during the first downgrade.
After that, your SysNAND becomes a frankenfirmware.
You must use 9.2 payload to boot HBL then perform a second downgrade again.

Every factory SysNAND have this problem.
Upgrade through Internet then downgrade can fix it but now it's 11.0.

I also had a black screen with fw 9.9 during downgrade with menuhax, then plaisysupdater always froze on 'hax init', my solution, I used another entrypoint (cubic ninja).
