Homebrew 5.1.0 Installing CFW without Gateway?

I just received my 3DS in the mail. It came running 5.1.0. Is there anyway to homebrew and install a CFW without a gateway card? I have no access to a gateway nor any game carts, the slot is busted. I have tried Browser had but it doesn't work. Would Tubehax work?

You don't need to access HBL until you're AT 9.2. Which you then use Browserhax.
