Turn it off and then turn it on after that you should start run.bat. If it doesnt work try it again and hopefully your 3ds will not freeze. I tried it several times and turned wifi off after the 3ds booted
I was on 4.4, left wifi off until I had booted into the cfw(worked first time), then I turned wifi and started ctrclient which ran, connected to the 3ds, and installed the cia without any problems.
I was even using wine on linux. But I also had manually set my ip address, dns, gateway, and subnet.

I was changing the settings earlier when I didn't hold 'L' for the CFW and now I think I have sysnand and emunand on different ip's. I'll try making them the same

Starting the browser crashes the cfw in server mode
Sorry for not being helpfull but that was my solution, obviously i tried several times (20), the first time it worked but devmenu wasnt showing on my 3ds so i updated, downloaded a demo, returned to 4.5 after that my 3ds was freezing a lot after turning off wifi but after several times it worked

the 3ds but not gift on the screen appears. I try to install the devmenu again but the msdos said something like "thearpp 1101" and then said "Pause" and nothing.

There's a GW_Launcher.dat in the 'SD card' folder of Palentine's latest CFW upload.
I tried again and it worked again, did the same thing.
Everyone else having issues should try opening the browser first
Hey guys it doesn't look like you have to completely reboot to get it to show up just hold the power button until the power off screen appears then press the home button to go back.
Besides that, has anyone got any of the other developer programs to work? I notice the included copy of DevMenu installs to SDMC while the official ones install to CTR NAND. Also I can't even get most of the SDMC tools to work, they just give errors.

to install the .cia to crt nand replace the 1 in run.bat to 0.
you can delete the old one (if your reinstalling) on the sd trough System Settings > Data Management > Nintendo 3ds > Software like any other demo/app
