Hacking 3DS tunneling program?

I was hoping there was some program to play local multiplayer games online like the PSP had. I have seen old questions regarding this but I was thinking since 3ds hacking has progressed maybe it could be possible to make a tunneling program.
PS i don't know anything about software development.

They tried doing tunneling back when DS came out. Never could get it working properly since it uses a proprietary communication protocol and there was no way to relay the information to a PC to handle it. Today though I expect it COULD be possible on a 3DS using custom plugins and having the 3DS take the packets and relay to a PC.
