Homebrew 3ds homebrew for v 10.2

Use Browserhax and Menuhax.

EDIT: Whoops, my bad. Menuhax is patched on 10.2. You'll need to get your hands on an exploit game (Cubic Ninja/OoT3D) if you want to use homebrew offline.

Indeed. My N3DS have 10.2 fw and I succeeded with SmashHax and then installing IronHax for me and OoT3dHax for a friend. If you don't know how to use Smashhax, check this thread: https://gbatemp.net/threads/tutorial-using-smashhax-with-linux.397194/

It doesn't work on o3DS by the way, only n3DS.

It doesn't work. On 10.2 it got patched, your only alternatives are Cubic Ninja and SmashHax as primary entrypoints to get IronHax or OoT3dHax. If I were you, I would try to buy a copy of Cubic Ninja then.

You can use OoThax if you install the save with a save dongle.

If you buy OoT and a powersave you can install the modded save to run the OoThax

The exploit is a special savefile. So you need to get that save onto the cartridge, using either another already homebrew-capable 3DS or a save dongle
