    Still working on a 3DS emu the emu is just not public.

    Do not ask about that. The team do not like that question. They have a life too so leave them be until they decide when it will become a public. Be patient.

    Whenever they feel like releasing a build of it. When will it play commercial games? Whenever they get that far along in the development of it, no sooner and no later.

    For Windows, devkitPro will install MSys, a collection of Unix tools which include Make, a tool to build and run Makefiles.
