Hello Again! Sorry if I'm annoying with these questions I'm just new!

I was wondering how I would go about using GBA VC Games and Custom GBA Games on my 3DS (9.2 sysnand-10.3 rxTools EmuNAND)

And my browser doesn't work on 10.3 just says try in a different network environment and closes!
