If you get a SecureInfo from a Japanese real console and are able to access eShop, then yes. However, I don't think there's any DSi exploitable game available in the JPN eShop.

Swapping regions entails arm9 hax capability so why bother? And no, there is no dsi downgrade for JPN anyway unless you're lucky enough to already have exidia.
