The one from steveice is not safe at all, many people bricked with it. So far no one with the release of julian20 (anyways it installs safe_mode first so there won't be any problem to upgrade back to 10.3 if something bad happens)..

With the release of julian20, it should. Just make sure to use the correct update files

Why not use the bootntr release on github I linked a few posts back?
Seems to have worked for Dr. Dew.

It always goes to the black screen of death and I can't boot into recovery mode. It seems to be N3DS specific

Have you formatted the system? That's the first thing I did after downgrading my n3ds and it worked fine

Wait a few minutes and if it doesn't restart shut it down, remove the SD card and turn it on
