Hacking 10.3.28J infos?

So I am going to buy soon a new 3ds system on 10.3.28 Japanese, and I would like to know if I can use the browserhax to downgrade as I read someone that had a problem with the japanese console, in addition I would like to know about the changing region from JAP to EUR does affect anything other than the eShop? Last but most important if install Luma will I be able to play different regions cias by deafult or do I have to use the emulation feature?

You can change region after you install a9lh for safety.
And eShop won't work IIRC.
Luma will be able natively to play out of region cias
 
Some games and DLC do require region//language emulation. Though you'll probably figure out which when they black screen on you only.
 
If you downgarde a Japan New 3DS Console to 9.2, I remebered that you'll need to remove the title 000400102002CA00 to don"t get a brick.
 
I suposse that that guide already removes that file, but if you use a complete 9.2 New 3DS update it will have the title 000400102002CA00 that brick if you don"t remove it as far as I know.
 
It's still the same thing. They just cut off some instructions to lessen the time doing a9lh.
 
Actually I see these new things such as SecureInfo_A_emergency, movable_emergency.sed, title_emergency.db,ticket_emergency.db, and firm0firm1.xorpad, what are those?
On the description, it might help you in the future just in case you lose your nand back ups. It also said that it is still under research.
