I just bought myself something shiny from eBay and the total came to about $32. I ran the exact ammount through my usual currency converter, which updates whenever the values change, and the total came to £20.53. When I paid for the item, I was inexplicably charged £21.13. It's not a major issue since it's only 60p, but where did it go? Best to sort it now before I buy anything else and get ripped off again. Do they charge you for converting currency or something?

Solution
The value of the dollar against the pound goes up and down during the day, depending on how much of either is traded for the other. The final value is at 5pm UK time. So, more than likely, eBay/Paypal use an average of the daily rate to convert your currency at the time you pay.

People make a living just trading money at different exchange rates...man, I'm in the wrong job.
