Before, my fan was installed with crappy and airy thermal material on, and I was idling at 65`C and loads at 105`C. I got that off and put some Artic Silver 5 on, and now it's much better. It idles at 25`C and loads at up to 75`C. However, I want to get it down more. Will the eventual "burn-in" period make that much of a difference?

The fan had come up on one corner several times after I applied the paste; could that have made air bubbles?

EDIT: The room the computer is in is on the top floor, and the room temp was probably around 75`F, which would be around 24`C, which would explain the case temp being around that.

EDIT 2: My CPU fan is running at around 2000RPM constantly, should it be much higher? It's the stock fan that came with my Core i3 540.

Umm... You Probably already know this, but.

the fan Should change speeds based on the temp, meaning,
if your PC begins to heat over the threshhold set in your cmos settings, the rpm will increase to compensate. it does this to stay quiet when its at a safe temperature.

send me the rest of your compound, my CPU idles at 58c lol not sure if thats safe, cuz it idled at 40c when i got it.

If you want it to be cooler you'll need to either get a better CPU heat sink and fan combination or go water cooling.

I'm assuming you're running the stock CPU heat sink/fan?

my cpu idle's at 32c and i've never hit over 61c
I'm using a 1090T with stock cooler and Cooler Master ThermalFusion 400 Thermal Compound which is $12 on newegg.

If you really want extreme cooling get this http://www.newegg.com/Product/Product.aspx?Item=N82E16835118074 xD

If you want a good budget cooler that will out-perform the stock one (and give a lot of headroom for ambient heat, excessive gaming, or even overclocking), take a look at this:
http://www.newegg.com/Product/Product.aspx?Item=N82E16835103065&cm_re=hyper_212%2b-_-35-103-065-_-Product (OOS on newegg but you can prolly find it cheaper elsewhere)

As for the paste, definitely stick with the AS-5 you have on any heatsink. It'll out-perform 90% of other pastes. A bulkier heatsink like the one I linked to will also need AS-5, and the fan will probably run even cooler than your stock one. Also make sure you have the fan plugged into the CPU-FAN header on your motherboard, and that the bios is set to control the fan RPM based on temperature.

I've got a CoolIt ALC liquid cooler from Newegg. It's the best cooler I've ever owned. I've got a 1055t overclocked to 4ghz and at max load it sits at around 48C, which is damn good.

Sadly they don't make the CoolIt ALC anymore (I think), but supposedly some of the Corsair pre-built liquid cooling systems are nice.

I don't know whether or not my fan responds to the temp, as I can only monitor the speed in the BIOS, where it's basically idle. But "CPU Smart Fan Control" is set to "disabled". When I enable it and set it to any of the settings (weird ones like 40 and 75) it doesn't do anything. And I've heard that SpeedFan is crappy, or it crashes your system.

And right now I'm broke, like literally around 40 cents.
