what is the difference between mkv toolnix 4.4.0 released Nov.2 and the mkvtoolnix win32 pre build 312 (v4.4.0) released Nov.7? is it just the support for French?

it's a little confusing since it says win32 and yet i use the one posted on Nov.2 with my win32 OS
