I doubt that, since Gen VI and VII's "secret" mythicals (movie Pokémon) were all in the base game. Those could've easily been introduced in updates.
I think the fact that they excluded so many Pokémon shows Game Freak has no interest in that. Especially when they're excuse of using new models and higher quality animations was a total lie. Returning Pokémon have the same poly count in their models.
Have the games not improved in any aspect? Maybe in your opinion they are worse overall, but it would be silly to conclude nothing about the game has been improved upon. It still looks better than sun and moon. They still added roaming Pokemon. They did many good things, even despite the bad. Something as minor as hiding Pokemon is not very hard to improve upon.
