Use Command Prompt?
lis is not recognize as an internal or external command, operable program or batch file.
the program you want is diskpart on command prompt
so input these commands (in order)
diskpart
list disk (not the disk # of your usb tip your active hdd is ALWAYS disk 0)
select disk X (replace X with the USB disk number you noted in the last step)
clean (erases everything on the selected disk)
convert mbr (this converts your usb to mbr)
create partition primary
format fs=fat32 (I normally type quick after fat32 depending on your computers speed it'll do a full format quickly for a full format don't type quick)
assign (this assigns a drive letter to your fat32 partition)
and there you have it it should work unless your usb is defective
for mac open launch pad and the "other" folder and click on disk utility
(on sierra or newer) click the drop down menu on the upper left of the icon bar (where partition erase etc is) and check "show all devices"
click the entire disk (parent) not the partition (child)
click erase and a popup should appear next select MS DOS(FAT) as the format and change the partition scheme from GPT to MBR and click erase
