So, your filename of that border reads: "blargSnesBorder.bmp.". Rename it to "blargSnesBorder", and it should work. You got it in the right directory, too.

Why is there a dot at the end of BlargSnesBorder.bmp? remove the dot at the end at .bmp

Couldn't get either of these to work.I was bored so how about both?
EDIT: resaved as 24-bit bitmap and they work.

I figured it out; just as I expected. The poster that made this border set the bit depth of the .bmp to 8, when it should be 24. Give me a second and I will upload these borders with the correct file attributes.
Edit: Now, they should work. And... looks like you beat me to it.

Yes you can buy more than one bottle but people simply don't.
