Okay, here's my setup:

Modem (Comcast, bridge mode)>Router 1 (Tenda N60)>Powerline 1>Powerline 2>Router 2

Now, I've disabled the DHCP server on the second router and it works fine with a wired connection, but times out on connecting on wifi. The second router is a Linksys WRT55AG.

The first router works fine.

If I haven't made it clear, the problem is wired on the 2nd router works, but not Wi-Fi.
(On the wired connection, it shows the caution icon on my Win 8 Laptop, but it still works)

I also have a D-Link DIR-615 and another Tenda for use if need be.

Oh, and on the second router, the cable is plugged into the WAN port. (Plugging into the LAN results in nothing on either Wi-Fi or Ethernet.

Interesting problem. Does the Wifi work if you have DHCP on on the second router? Do wireless clients get their IPs etc?
Do you need the first router for anything particular? Because if not, you could eliminate it completely.
