Similar here, but in fairness, its a super early beta and the release notes do call out "This is an Early Beta Release. Expect some bugs, issues, and performance quirks.". But, it is unplayable for me as well on a v1 switch even with max oc.

Are you using an older version? I just tested it yesterday and it ran at full speed without overclock, aside from stuttering when rendering anything for the first time. Although sometimes I get stutters for no apparent reason during matches.
 
Happy to see my projects SwitchWaker and SwitchWakerHD on the list! I am analysing the viability of two new ports for the Switch, Burnout Revenge is one of them :)
