As the title says, would it be possible to use both cameras at the same time? Could you take both videos and pictures? is the 3ds hardware too limited or is it something doable? if it is something doable, how hard would it be, could a somewhat experienced programmer (who has never done homebrew) do it? or would it be pretty challenging

That probably depends on how much work you want to put in and what range of outcomes you would consider acceptable.

You may safely assume that if there is something vaguely interesting that hasn't already been done in the fifteen years since the 3DS was released, then it is probably well beyond the capabilities of a "somewhat experienced programmer (who has never done homebrew)".
