Apparently there is one:

Anyone had any luck building this?

He probably made it for clout. Last update was 2 weeks ago so he most likely abandoned the project. It's hell to compile and when you do, it crashes on real hardware on boot.
Author also confirmed that he only tested it on Dolphin. I was the first one testing it on real hardware.

What a bummer.

Looks and reality turned out to be two very different things, in the end.
I had my suspicions as well the moment he claimed that it could run at 80 FPS. There's no way a machine like the GameCube could have ran it at that framerate.

The same console that runs F-Zero GX with it's 30 AI racers and full physics at 60fps absolutely could handle Vice City at 80 fps, the technical accomplishment of the GTA games is streaming game data without load times, not being graphically or computationally demanding.

I tried out this guy's Plants vs Zombies, it crashed twice. Not constantly or anything, but with obvious causes unaddressed by the coder. Stuff a (my single) playtest would have spotlighted. This guy's porting appears to be a light touch. And he doesn't write documentation.

Plants vs Zombies is a bit less ambitious a port than GTA. Although, the Plants vs Zombies issues appear to be memory related, maybe GTA doesn't need it because PS2 was such a weenis while Plants vs Zombies never had occasion to be responsible with RAM use despite being a tiny game.
I never had any issues with the Plants vs. Zombies port on my end

Hi ☺️
Since fans were able to create GTA 3 and Vice City on the Nintendo Wii, which is more powerful than the PlayStation 2, then San Andreas is absolutely possible. Same engine. Same hardware. Same tools. The Wii can handle it. The only missing piece is San Andreas. So finish what you started.

Not possible atm

And It's very rude to order people to port something on a platform
