First the in-game trades. I'm not sure which trades you tried to do, but I tried the three trades documented in the PDF provided with the download. I tested with an emulator and used real hardware with a flash cartridge. Both instances yielded successful trades with the respective NPCs. Here is an image as proof of this.
As for the inability to evolve Slowpoke into Slowking, this issue is apparent. I will see what I can do about this.
Are you running v1.2?

Performed further tests...
1. I have fixed the inability for Slowpoke to evolve to Slowking using a King's Rock. Indication of this seen below.
2. In-game trades with NPCs seem to work just fine, I even tested a trade on Route 15 with the trainer named Lillian. She provides a Rotom in exchange for a Ditto. This is present in the original game as well as Blaze Black Version 2 and Volt White Version 2, as such everything works as seen with the Rotom below.
I have already put together new versions of Blaze Black Version 2 and Volt White Version 2 to account for the evolution fix. I will upload these sometime later.

Hello everyone, back with another update. v1.3 fixes an evolution oversight from Drayano. Users have mentioned that in-game trades with NPCs do not work, however when testing, I seem to not have any issues with NPC trades.
v1.3 - September 25, 2025 DeadSkullzJr: - Made adjustments to the ROM image(s).
- Fixed the inability to evolve Slowpoke into Slowking using a King's Rock.
