Okay, great, it's working. I think there was an issue with the configuration on my SD card; I just redid it, and now it works. Thanks a lot for your help.
A small v1.24.1 profile.json patcher for DLC-related save data.
This script was made by analyzing DDV v1.24.1 save data.
It patches the DLC-related fields in profile.json to match my reference save data.
This does not guarantee that DLCs will be unlocked or recognized.
Versions older than v1.24.1 are not supported.

I’m honestly not sure what’s happening here. DreamSnaps itself can’t be used offline, so seeing “internet connection required” in the Events tab sounds normal. WelcomeVanellope only completes the related mission objectives; it doesn’t enable DreamSnaps or download event data offline. If the same message is also blocking the local seasonal events that normally work by changing the system date, then that may be a change in how newer versions handle those events. I can’t confirm that from the code alone.

First, confirm your quest is on the step "Open the DreamSnaps Submission menu." View attachment 584335
Open the menu with the [+] button and navigate to the Quests tab. With the cheat enabled, track the "FAITH, TRUST, AND PIXEL DUST" quest. If it is already tracked, you must untrack it, then track it again. View attachment 584337
Close the menu. The online requirement will be skipped, and the quest will advance to "Talk to Vanellope". View attachment 584338

Is there something similar for PC? i'm having trouble editing the profile.json to make her house appear. When i edit literally anything and put the profile.json on the DDV folder it crashes the game and the file gets deleted. (On the other unsafe method)

I own the PC version of DDV as well, but I have barely used it, so I'm not very familiar with what tools are currently available for the PC version. There is a save editor posted on another forum. That thread also includes instructions for bringing Vanellope to the Valley by editing the save data. I haven't tested that method myself, though, since I normally play online.
If you have a CFW Switch, another option would be to copy your PC save to the Switch, use WelcomeVanellope from this thread to bring Vanellope to the Valley through the game's normal quest processing, then extract the save again and copy it back to PC. That would probably be the safer method compared with manually forcing the relevant values in profile.json.
If you don't have access to a CFW Switch and need to bring Vanellope to the Valley while playing offline, then save editing may be the only practical method available.

This guide is only for people who cannot use WelcomeVanellope.
Use DDV Profile Converter to decrypt and re-encrypt your save.
Only two objectives in Faith, Trust, and Pixel Dust require an online connection:
Open the DreamSnaps Submission menu.
Complete your first DreamSnaps Challenge!
For each objective:
Reach the objective normally, save, and close the game.
Open profile.json and find the active mission with MissionId 2070000905 and CharacterId 10000031.
In its current step, change: "Status": "MissionStepStatus_Ongoing" to "Status": "MissionStepStatus_Confirmed"
Restore the edited save and continue normally.
Repeat this once for each of the two DreamSnaps objectives. After the second edit, continue the rest of the quest normally: talk to Vanellope, place and build her house, then welcome her to the Valley.

DDV DLC Patcher
A small profile.json patcher for Disney Dreamlight Valley DLC ownership data. This version was redesigned around DDV save version v1.24.13 and now supports both Nintendo Switch and Steam saves, including profiles used with cross-save. Instead of replacing the DLC fields with data copied from my own save, the patcher now only adds missing ownership entries for the four expansions:

How to use
Extract or locate your DDV profile.json.
Put ddv_dlc_patcher.py and ddv_dlc_patcher.bat in the same folder.
Drag and drop profile.json onto ddv_dlc_patcher.bat.
The script checks that the file looks like a valid DDV profile and checks its save version.
Missing ownership information is added without replacing existing DLC ownership data.
The patched file is encrypted automatically.
When finished, the script shows which expansion ownership entries were added.
Always keep a full backup before restoring edited save data.
