Hacking is there an app that changes wii u language outside from the ones provided? for example: european english to japanese?

Ok so, as the title says i wonder if theres an app that changes out of region/continent language without having to go through the pain of region changing the console (i already tried but for some reasons my Aroma wii u keeps returning to english and Minute menu keeps saying isfshax isnt installed despite having all the files in sd card) as i am about to live in japan soon to study there and i would like to have a full experience with also having japanese language consoles and ill be bringing my pal wii u there as i would like to play some games that never left japan (such yakuza hd and kamen rider)

i could be buying another wii u but honestly dont feel wasting another 100 bucks (or whatever the prices of wii u are there in japan) just to have the bios/home menu in japanese as i own this wii u since launch day
 
You might want to think twice about modding a console in Japan, there is an anti modding law there.
 
I don't think it is a good idea even to bring your pal region wii u to Japan since you install CFW on it, you can get arrested over there for having a modded wii u.

I wouldn't worry about that, it's more intended to catch sellers who sell modded hardware or modding services. How would they even find out he has a modded console? I mean, piracy is illegal everywhere, but you rarely see people getting in actual trouble for pirating, it's mainly the people who profit from piracy who get in trouble. It's likely he has pirated games on that modded Wii U, which would make it illegal in his current country anyway.
