Like if there is a way to create a app for wii u that runs the data.win file for loading games on wii u.
Because there is the sonic mania and 1,2 & CD ports, where it reads the data.rsdk file from the sd card.

If that works then a lot of games would have wii u ports, like undertale (even though someone is making one currently)

Anything ever is possible (with enough patience). If you're experienced with programming, a good place to start would probably be here, though I've never personally developed homebrew myself. If not, your best best is to commission someone or to wait until someone takes the time to make a port themselves (which, given GMS2's commercial and closed source, is very unlikely to happen).

Fair warning as well; You may want to avoid asking/creating "Is it possible?" threads, as the answer is always "Yes if you do it" :P

This is an excellent answer. It's absolutely true that with enough patience and willpower basically anything can be done in these consoles, though as you said, GMS2 being closed-source makes a good port for the wii u or basically any other device incredibly difficult. I've seen Rinnegatamante (god bless your contributions to the 3ds community) make a yoyoloader port to the ps vita if I remember correctly, and if something similar were made for Wii U, it could open the door for GMS games to run on the platform.

But again, attempting to reverse engineer the engine would be a massive task that won't be easy in the slightest. Definitely a cool idea, though
