Reading the title, I was 99% sure it was going to be something like this.
The thing is, nobody will do this. The people that do ports or demakes do it because they want to, not because someone asked them, so don't expect someone to just read this and go: hmmmm yeah I'll try and do it.
The other thing in consideration is that you need to take into account that porting is not easy, it's very difficult, more so if we don't have the source code (hint: we don't). Also, it won't run that well even on N3ds since it needs a more powerful device in order to have something playable, take a look at gta3 on the n3ds: it runs slowly, it's not that great and like with gta3 there's an inherent risk: publishers issuing a dmca and taking the project down.

So, great imagination but not possible/feasible....

Or you could learn coding and try to do it yourself

Yeah, if he can't explain why he wants a port, then for sure nobody will port it.

You can probably start by learning to code or using an older unity build that supports new3ds (but not recommended). Since homebrew in 3ds is more complex than DS and there's rarely a completely finished homebrew for this console. On another project, there's Zelda Wind Waker 3ds which was just made a while ago. Maybe you can learn from the creator how he made the homebrew. However, bringing resident evil released on consoles seems to me to be very complex, especially with the mechanics.

ok - capcom and nintendo are both known to wait till projects progress and then they pull the rug out from under them and laugh at best. Court at worst, Go ahead, encourage some kid to go get cooked. I bet you watch inspirational yt videos xD
