No, a port is the exact opposite of emulation.
Emulation is making it so that code compiled for different hardware can run on your machine.
A port like this allows you to compile the source code so that it will run natively on your machine...
Wouldn't this just end the secondary market? No more selling or lending games to friends and opens illegitimate account selling/trading on a larger scale as well as piracy.

Huge off-topic, but i was browsing the list of System 246/256 games and saw a lot of Gundam titles there and that made me wonder how many Gundam games there are, in total, across all gaming systems :unsure: :unsure: .
The name really makes perfect sense, though, it's a Namco "2x6" (246/256) emulator; it's PS2 hardware that runs in arcade machines, and the emulator is a fork of PCSX2. The name is as "on the nose" as it possibly could be.
