Hacking Making Cios249 Rev14 as .wad?

Yes just a guide would kool say using wader ect

I know its somthing to do with fstoolbox and wader

Wad creator wont work, already tryed that wanks cios dont show up there
 
It shows up, it's labeled "Custom IOS" or similar. If you press "A" then you see it's version (14) but the WAD creation fails.
 
Extract the title folder and ticket file with number F9 to SD card (with help of SFToolbox for example), and then use wwpacker to create a wad from it.
I used this to install cIOS rev12 as IOS248 to play Brawl with cIOS rev12 and the other games with rev14

You can do it with every cIOS, just convert the cios number to ex with Windows Calculator and then you know which folder you neede (249 -> F9 and so on)
 
I managed to get the files but i cant turn them into a .wad
I copyed the f9 folder files to a new folder and f9 ticket
I used the cert from sys folder
and took the .apps from shared 2 folder and copyed them to new folder
ran wwpacker i get a .wad but it dont work

Any idea what im doing wrong
