I'm not sure why you think it's necessary. You can just install the game and the dlc seperately through Wup installer. Just because it was done for Switch doesn't mean they did it for Wii U.

While it may be possible with Cemu you also have to keep in mind on a fundamental level Cemu and the Wii U itself work astronomically differently. What Cemu does is basically extract ROMs to their base Content, Code, Meta folders and loads it from the RPX like a Wii U normally would. However trying to do the same thing on the Wii U would fail because of one thing - it cannot install DLC (0005000c) in unison with the base game (00050000) unless they're done through separate downloads. Now.. I imagine a tool could be made to pull from the NUS servers to automatically check for DLC and download the WUP files into a different folder alongside the other one for use with WUP Installer. But oh wait, this IS already possible. Using FunkiiU it automatically checks for Update and DLC and downloads in unison if requested. In addition to this you can just do 2 seperate downloads through NUSspli. So I don't see the issue here.

Edit: Let me also add that you can't just use WUD or WUX files as is on the Wii U, they simply aren't compatible. Hence why tools to extract both their encrypted and decrypted information exists. If you'd like to try extracting said Cemu WUD / WUX to it's WUP Installer contents then be my guest.. But you also still need the Title Key
