Homebrew Cia apps not showing up

I was moving my sd card to another 3ds with luma but most of my homebrew apps that I installed with fbi are gone. Either I did something wrong or that's not how it works and I have to reinstall everything again which is fine. Both 3ds's had cfw on 11.15.
Help is appreciated.

U will have to do a system transfer pc method for the content to show up on another system
