This happened to my wife's game and we couldn't figure out what it was. Turns out you have to have donated at least one item of each category to the museum. And while you may shrug that off saying you already have done this, you need to make sure you've donated a "sea creature" (i.e. what you have to get a swimsuit and go diving for). There were also dataminers in the Discord saying you need to have at least a 3 star town.

All the museum is 100% complete, and I have a 5 stars town, so, kinda lost here !

And yeah Xjackio, did all of that already, but Blathers just talked about his posters, and that's it.

When you travel to a kapp island does figaro spawn? And what does he says?

He spawned once, but then Blathers said nothing about that, and when I go back on Kapp islands, Figaro's not here

Dipende dall'oggetto stesso, ad esempio quelli che misurano 2 x 1, 2x2 o 3x3.
il primo blocco è la "radice" se li metti sulla mappa con nhse come flag0: 20 (to take) e poi usi batch editor con il comando .isdropped = false, quindi il posto dove sono non può essere attraversato (chiamiamolo è radice), ma i quadrati intorno sono inesistenti

I keep coming back to edit my posts but I'm having issues with the river mouths and how I can't terraform a river..

Is it okay to publish this method? Get lost
You can easily spawn on your friend's island, but you can also spawn dangerous items.
Should I not publish it?
