Is this the initial issue the seller said was the reason they were selling?
Does this happen after it boots or when launching a title?
Are you running CFW or stock? (Shouldn’t matter though)
Have you factory reset/initialized the console?
Does the switch connect to the internet?
Does this only happen when playing multiplayer games?
“Insert any other info you can provide or have tried”?
This appears to be a problem with your network and how it connects to other peers. Possible issue with hardware it’s self. Have you tried other networks or other switches on the network?
Doing a factory reset wouldn’t hurt as a start if you don’t mind loosing anything on the console.

sorry for my little information the problem occurs when you start it after loading. And it does not load well. The screen remains black with the charging symbol, and when it turns on, that sign appears, they told me it was a charging IC.
Does it actually charge though? If your getting a charge icon then I would not suspect the charge ic. I don’t know how the power delivery is setup though. If you have the skills and adequate tools to change out the IC or other components I would open it up and begin by checking for corrosion on the board. It sounds like it’s not making through the boot process due to corrupted data or hardware failure. According to Nintendo’s site that error code is due to your network while connecting others. If your getting this error before HOS’s main screen then you will have to know how to diagnose a potential issue on the mother board. If you don’t know how to do this then I wouldn’t open it up. If your fine with learning and don’t care if it gets destroyed in the process then go for it, just take your time and read up!
Will it let you boot into recovery mode? If so it i don’t think it would hurt to reset it back to factory and remove anything from the previous owner.

to the place it reaches 5v and something, and to the Battery , it reaches 4v and something ... The Battery only retains 3v. it does not load more than that. I'm going to try another Battery
Battery should be tested without load/ unplugged. The switches battery is 3.7 volt battery and at full charge will exceed 3.7 to 4.2. If the battery drops below if I remember correctly 3.5 or 3.2 it will not boot.
When you test with a charged and known good battery and it still does not boot I would begin testing for shorts to ground without the battery disconnected.

the battery receives 4.5V overnight and does not exceed 3.4v. Therefore, it turns on a black screen with a loading logo. And when he wants to turn on, after passing the 2 nintendo logos, he stays in that error
