Well I don't know what's wrong on your side. I also did rename the txt file to match v1.3.0 BID and all of the Cheats appeared and they are working.
I'm using EdiZon SE v3.8.23 and Breeze Beta17.

My Switch is running Atmosphere 18.1|E
And my MHST2 v1.3.0 cheat location;

No cheat available is normally user error. It's like complaining that an appliance don't work when it wasn't plug in to a power supply.

Cheats for more recent games or versions work totally fine on my Switch.
