Yeah, its always a great idea, if you have high influx of investment money - to do nothing with it, let it create a stock market bubble, fail at regulating, then let it create a bust, that shocks the world economy, then fix it by quickly selling those toxic derivatives to 'friendly trading firms' around the globe, then not hold the people responsible accountable in any way - just trying to get the debts you've prepped them up with off the books.
